GET with If-modified-since header vs HEAD

I just wondered, why does QuiteRSS query feeds with HEAD instead of GET with the If-modified-since header?

In my tests, GET with the If-modified-since header reduces the amount of data the server replies with by 25%, which speeds up checking feeds for new entries, reduces data usage for the server, and also avoids the need to two request (HEAD followed by GET) when there are changes to a feed.

Just to add, Outlook's RSS feed reader uses GET If-Modified-Since instead of HEAD, for instance.
